Job Details:

Purpose of the Post: In the context of the WHO at the country level, the incumbent will support planning, monitoring, evaluating, and coordinating environmental health interventions. This includes the provision of safe drinking water, adequate sanitation, hygiene, infection control, and climate change initiatives. The role involves providing technical advice and on-site support to develop national technical and institutional capacities for implementing primary prevention interventions related to safe drinking water, sanitation, waste management, chemical management, and climate change.

Objectives of the Programme and the Immediate Unit: The objective of the Environment and Health program is to reduce the environmental burden of disease by assessing environmental risk factors to human health and deploying cost-effective preventive interventions. This is in the context of the Libreville Declaration on health and environment in Africa and in pursuit of the Sustainable Development Goals.

Organizational Context: The incumbent will work as an NPO for Environment and Health under the direct supervision of the Cluster Lead for the SMO Cluster. They will collaborate with other disease prevention and control programmes and cross-cutting climate change areas to ensure effective primary prevention interventions are included in strategies. The role involves close interaction with AFRO to streamline work related to normative functions and coordination with partners working on health and environment issues.

Responsibilities:

Public Health and Environment:

  • Support the MOH in developing and implementing national public health and environment policies, strategic plans, standards, and guidelines.
  • Assist the MOH and other relevant ministries and partners in planning, implementing, supervising, monitoring, and evaluating activities to achieve regional and national public health and environment goals.
  • Implement hygiene promotion, WHO water safety plans, and capacity building for MOH and partners.
  • Provide technical support on WASH, healthcare waste management, IPC, and water supply in health facilities.
  • Implement water, sanitation, and hygiene education interventions during emergencies and outbreaks.
  • Monitor and implement Global Environment Facility (GEF) projects to phase-out mercury in healthcare.
  • Monitor and implement Climate and Health Co-Investment Facility Coordination Programme from the Green Climate Fund (GCF).
  • Support the Innovative Adaptation Financing for Climate Resilient Health System through WHO Africa Enterprise Challenge Fund (AECF).
  • Coordinate public health and environment activities and support outbreak response activities.
  • Perform other duties as required by the functional supervisor.

Coordination and Technical Support:

  • Act as the WHO focal point for coordinating all environment and health activities.
  • Monitor and report on the planning, implementation, supervision, and evaluation of WHO environment and health activities.
  • Facilitate and coordinate the production of all WHO environment health technical and financial reports.
  • Provide regular updates on the status of implementation of all environment health activities.
  • Represent WHO at all environment health technical working group meetings.
  • Perform other related duties assigned by the supervisor.

Qualifications and Experience:

Education:

  • Essential: First degree in environmental health or sanitary engineering or any related field.
  • Desirable: Additional postgraduate qualifications in public health.

Work Experience:

  • Essential: At least 1 year of experience in environmental and public health.
  • Desirable: Experience in humanitarian settings and programme management in an international organization.

Other Skills:

  • Excellent computer and data analysis skills.
  • Proficiency in MS Word, Excel, and PowerPoint.
  • Strong oral and written communication skills.
  • Excellent report writing skills.
  • Good negotiating and diplomatic skills.
  • Ability to work in multicultural settings and sensitive communities.
  • Energetic and able to work in hardship conditions.

Languages:

  • Excellent knowledge of English and French with good working knowledge in both languages.
