Job Details:

Job Overview/Summary: The Senior Supply Chain Officer will collaborate and coordinate with Programs and Finance to ensure integrated and harmonized operational systems within the PlayMatters country team office. The role requires ensuring that internal controls meet minimum bureaucracy, effectiveness in the implementation of IRC’s standard operating policies and procedures, and capacity building of PlayMatters staff to ensure compliance with procurement standards.

Key Responsibilities:

Compliance:

  • Ensure that Supply Chain policies and procedures comply with IRC and donor-specific requirements.
  • Maintain and update donor guidelines related to Supply Chain fields.
  • Monitor PlayMatters program budgets and track expenditures.
  • Finalize item forecasts and ensure donor compliance and realistic timing.
  • Submit project reports for assets and ensure donor requirements are followed.
  • Implement IRC SOPs related to fleet management and the Vehicle Policy.

Training & Outreach:

  • Develop the skills of PlayMatters staff to utilize Supply Chain tools and services.
  • Identify Supply Chain needs and address them in budget development.
  • Ensure all PM staff comply with IRC procurement, asset, and stock management policies.

Systems:

  • Ensure procurement follows IRC and donor regulations.
  • Train and certify staff participating in tender committees.
  • Maintain updated vendor files and lists.
  • Ensure cost-efficient and reliable transport services.
  • Secure and document warehouse stocks and assets.
  • Maintain security levels and responsiveness.

Procurement:

  • Develop item forecasts/procurement plans with program staff.
  • Establish Master Purchase Agreements/Master Service Agreements for frequently procured items.
  • Ensure procurement processes are transparent and responsive.
  • Coordinate with Finance, Admin, and program departments.
  • Maintain ethical, professional relationships with suppliers.
  • Create vendor profiles and ensure timely payment.

Fleet Management and Coordination:

  • Manage the PlayMatters fleet and ensure adherence to servicing schedules.
  • Ensure accurate fuel management and appropriate communication equipment in vehicles.
  • Maintain vehicle cleanliness and condition.
  • Manage hired vehicles and drivers.
  • Ensure vehicles are fueled and ready for use.

Asset Management:

  • Update and maintain the Asset register and inventory lists.
  • Monitor security of assets and supplies.
  • Prepare and issue assets as needed.
  • Conduct routine asset inspections and report findings.

Expected Deliverables:

  • Provide timely, standard Supply Chain monthly reports.
  • Maintain IRC Vendor database and comprehensive price lists.
  • Produce routine payment projections for Finance.
  • Establish and renew MPAs for frequently procured items.
  • Maintain accurate inventory records and undertake monthly physical checks.

Partnerships and GEDI:

  • Support IRC partners as required.
  • Promote a safe and respectful environment by participating in safeguarding training.

Qualifications, Experience, and Competencies:

Education:

  • Bachelor’s Degree in a relevant field.

Work Experience:

  • At least 3 years of experience in supply chain management, procurement, or related field.

Skills:

  • Strong planning and organizational skills.
  • Excellent interpersonal and communication skills.
  • Ability to work independently and as part of a team.
  • Knowledge of IRC and donor-specific policies and procedures.
  • Strong ethical and professional behavior.
