Q-Sourcing Limited, operating as Q-Sourcing Servtec, is a manpower management solutions firm in East Africa, covering Uganda, Kenya, Tanzania, Rwanda, and South Sudan. On behalf of our client EACOP, we seek a skilled and experienced Senior Medical Officer to work in Uganda.

Position in the Organization:

  • N+1: EACOP Medical Support Manager (MSM), based in TZ
  • N+2: EACOP Project Director (Construction Phase), then EACOP Human Resources Director UG during Operations phase

Job Dimensions:

  • The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project between Uganda and the Tanzania coast, opening a new value corridor. It involves significant CAPEX and OPEX over 25 years.
  • The project entails multiple contracting packages, managed by an EPcm contractor for detailed engineering, procurement, construction management support, and commissioning, across approximately 25 construction sites.

Job Responsibilities:

  • Develop and implement emergency operational plans in collaboration with HSE, including for natural disasters and mass casualty events.
  • Assist the MSM with medical division operations and provide medical advisement for MEDEVAC needs.
  • Review and correct contractors’ medical care protocols, including infection control and sterilization procedures.
  • Coordinate medical teams to set up facilities according to EACOP standards.
  • Ensure compliance with EACOP policies across human resources, HSE, and construction departments.
  • Oversee the hiring process for new medical staff, ensuring they meet EACOP standards.
  • Standardize medical equipment supply chains and maintenance in collaboration with procurement teams.
  • Explore and implement new medical treatments and technologies, such as telemedicine.
  • Provide training programs on relevant topics to contractors and subcontractors’ medical staff.
  • Organize regular training sessions and emergency drills on-site.
  • Maintain a safe environment for employees and staff.
  • Coordinate (24/7) medical advice and MEDEVAC requests.
  • Conduct regular field surveys and clinic inspections.
  • Serve as a full-time physician for the company, specializing in occupational health and emergency care.

Context and Environment:

  • EACOP must address multiple technical, environmental, and social challenges, operating under different regulatory regimes in Uganda and Tanzania.
  • The project mobilizes a large, multicultural workforce with varied risk awareness and health and safety culture.
  • The project will be developed according to IFC standards and Equator 4 Principles to secure financing, amidst complex stakeholder dynamics and environmental risks like malaria and transport hazards.
  • Remote locations necessitate effective MEDEVAC and emergency response.

Accountabilities:

  • Manage medical aspects of the EACOP project, ensuring proper setup of medical facilities and MEDEVAC arrangements.
  • Oversee a medical team, ensuring compliance with safety, quality, reliability, and availability standards.
  • Integrate national and local content during field operations.

Qualifications and Required Experience:

  • Education: Master’s in Medicine, BSc. Medicine, Emergency or Intensive Care Medicine, Tropical Diseases.
  • Experience: Minimum 10 years in emergency medical care/response.
  • Technical Competencies: Expertise in managing vital failures, experience in isolated environments, knowledge of tropical pathology, familiarity with Africa.
  • Behavioral Competencies: Leadership skills, excellent interpersonal and communication skills, proficiency in IT tools, fluent in English, some Kiswahili beneficial.
