The Programme Development Manager is part of the Programme Development and Quality Team. This role involves identifying and tracking donor opportunities, coordinating proposal development for strategic funding opportunities, and supporting the Head of Programme Development & Partnerships in developing fundraising strategies and donor engagement plans.

Key Responsibilities:

New Business Development:

  • Identify, research, and share information on new funding opportunities from various donors.
  • Link programme aspirations to donor priorities creatively and influence donor strategies effectively.
  • Cultivate business relationships with external stakeholders and potential partners for large-scale or strategic funding opportunities.
  • Manage the BD pipeline and conduct analysis of the Restricted Funding portfolio.
  • Explore innovative fundraising strategies with relevant stakeholders.
  • Develop ideas, concepts, and proposals within specific thematic areas (e.g., health, climate change, education, livelihoods).
  • Track upcoming funding opportunities, donor engagement, and proposal development processes.
  • Provide regular updates on the funding portfolio status and key trends.
  • Participate in key donor meetings to foster long-term collaboration and engagement.
  • Keep donor contacts, formats, and compliance information updated.

Support Donor and Partner Engagement:

  • Cultivate excellent working relationships with donor agencies at regional and country levels.
  • Represent the Uganda office in relevant donor forums, workshops, and conferences.
  • Develop and update the donor mapping tool and engagement plan.

Lead Proposal Development and Project Design:

  • Lead high-complexity/priority proposals, including managing multi-themed consortia.
  • Manage multiple top-priority opportunities at varying stages of development.
  • Produce proposal development schedules and track timelines, ensuring coordination amongst teams.
  • Lead the design and development of proposals for target donors/partners.
  • Project manage the proposal development process, securing all required approvals.
  • Lead the budgeting process and demonstrate value for money in design.
  • Coordinate programme and proposal development with various departments.
  • Draft contextual information, capability statements, and other necessary documentation.
  • Seek technical advice from backstops or members to ensure global expertise and local relevance.
  • Facilitate engagement of consultants for large-scale proposals.
  • Represent Save the Children in consortium meetings regarding proposal development.

Capacity Strengthening:

  • Review internal processes for proposal development and seek continuous improvement.
  • Run training sessions for colleagues in proposal development and project design.

Qualifications and Experience:

Essential:

  • Development/Business Development professional with a relevant master’s degree or equivalent professional experience.
  • Recommended 7 years’ experience in emergency and/or development contexts.
  • Excellent coordination and interpersonal skills.
  • Strong writing/editing, budget development, and presentation skills.
  • Experience presenting project information to donors and partners.
  • Proven representation skills.
  • Cultural awareness and ability to work in an international environment.
  • Strong results orientation and problem-solving skills.
  • Ability to present complex information succinctly and compellingly.
  • Willingness to work flexibly in emergencies.
  • Fluency in English, both verbal and written.
  • Commitment to Save the Children’s values.

Management:

  • Ability to manage small teams and work with diverse stakeholders.
  • Proven people management skills.

Desirable:

  • Successful track record in developing proposals for various donors, including EU/ECHO, USAID, FCDO, private sector foundations, and UN agencies.
