Candidate Profile:

Qualifications & Experience:

  • Bachelor of Engineering or equivalent.
  • Minimum 5 years’ experience in industrial operations at a supervisory level and suitable general HSE and Logistics knowledge in onshore oil industry operations.
  • Proficiency in Logistics & HSE management rules, lifting/handling, storage management and techniques, land transportation, and base management operations.
  • Good command of English and experience in ERP systems including SAP and database management including MS Access, Word, Project, Excel, and Primavera.
  • Self-motivated and proactive in carrying out job activities.
  • Ability to work under pressure, adapt, analyze problems, and communicate effectively with all entities. Possess an analytical mind, rigorous, holistic approach, tenacity, flexibility, and ability to write standing instructions and procedures.
  • Active team player with the ability to manage and integrate with others in different functions and environments.

Activities:

Main Duties and Responsibilities:

  • Participate in the development, review, and update of logistics documents, manage their publication, and control their implementation.
  • Contribute to annual HSE objectives and the definition of the department’s safety and environment objectives, and identify areas for progress. Implement procedures throughout logistics packages and establish specific procedures as required.
  • Evaluate logistics contractors through Service Quality Meetings to ensure compliance and performance per the contract, participate in the audits of logistics contractors, and establish an action plan according to recommendations.
  • Provide methodological support for monthly monitoring of contractual commitments, production of closing forecasts, and identification of budget deviations.
  • Audit, follow up, and close out HSE actions in synergy, follow up on different action plans, and audit closeout actions within logistics operations.
  • Lead innovation and digitalization within logistics operations support.
  • Ensure timely completion of Scope of Works, Technical and HSE evaluations of bidders during CFT.
  • Participate in the preparation of SOW and initial technical PQ and HSE evaluations of bidders during the call for tender process.
  • Implement Logistics Operations (LSO) business tools and ensure quality control of logistics activities.

Health & Safety:

  • Drive HSE performance per company objectives, demonstrate HSE leadership, and develop a safety culture within the team and service providers.
  • Develop, review, and update all logistics procedures, bridging documents on time, and coordinate the implementation of annual HSEQ training plans for staff and contractors. Maintain records, carry out training assessments for all HSEQ trainings conducted as per the established plan.
  • Ensure proper and effective internal controls and safety standards for all project logistics activities, prioritizing HSE risk management, protection of human health, community respect, and environmental care.

Reporting / Audit / Method:

  • Analyze the performance of logistics contractors, propose improvements, and maintain records and statistics for accurate reporting and KPIs/CPIs. Prepare consolidated reports.
  • Establish KPIs for logistics operations and participate in defining, implementing, and monitoring action plans under operational departments.
  • Implement and monitor subcontractor performance and logistics indicators (KPI) monthly, print indicator tables, and identify deviations.
  • Gather ‘lessons learnt’ and provide feedback to relevant entities, develop REX documents, promote continuous improvement, safety culture, review and develop new procedures, and monitor records and statistics for accurate reporting and KPIs/CPIs.
