Job Details:
Q-Sourcing Limited is seeking a qualified Spread Superintendent to oversee field management and pipeline supervision of day-to-day construction activities for the EACOP project. The role includes ensuring safety practices and compliance with project codes, standards, drawings, and specifications.
Job Summary:
The Spread Superintendent is responsible for overall field management & pipeline supervision of the day-to-day construction activities of the EPcmC staff & CONTRACTORs. They will ensure work is carried out using safe working practices and is completed in accordance with the project codes, standards, drawings, and specifications. The spread Superintendent will be responsible for supervision of the pipeline ROW preparation and access, stringing, stacking, and general pipeline construction activities.
Context and Environment:
The EACOP project includes:
- A 1,445km 24” oil export pipeline
- 8 above-ground facilities
- A greenfield marine terminal with an export jetty
- A series of 60 mainline block valves and over 20 trace heating stations
- 150km of feeder lines from upstream facilities
This complex project involves numerous stakeholders, environmental and societal/local content stakes, and compliance with IFC standards.
Accountability:
- Ensure compliance with Ugandan regulations, shareholder agreements, and standards.
- Ensure compliance with project requirements and regulatory framework.
- Support and coordinate EACOP project teams.
Duties/Responsibilities:
- Manage the allocated LOT within the pipeline spreads and area packages.
- Support the EPcmC staff and CONTRACTORs in delivering the pipeline and associated facilities on time and within budget.
- Provide instructions and guidance to local partners and contractors.
- Provide on-the-job training and coaching to local content personnel.
- Ensure CONTRACTORs fully execute and comply with their contracted scope of work.
- Implement and communicate safe work practices.
- Participate in project schedule reviews, constructability, and technical design reviews.
- Support Supervisors on pipeline installations and coordinate daily reporting requirements.
- Coordinate ROW access permits, profile surveys, clearing, and grading works.
- Plan and coordinate pipeline material deliveries, stringing, and pipe laying.
- Verify completion of civil and concrete works for pipeline placement.
- Plan and coordinate NDE inspection and testing.
- Identify and resolve conflicts in construction progress.
- Provide supervision to junior field engineers.
- Manage logistics and ROS dates for site pipeline materials.
- Interface with field engineering, ETIS, AGI, and MST Superintendents.
- Plan and coordinate ITP inspection surveillance and hold points.
- Plan and coordinate system completion for testing and commissioning readiness.
- Mentor exemplary behavior regarding HSE, Ethics, and Company “Code of Conduct” policy.
Qualifications:
- Tertiary/Professional qualification in pipeline construction management or a related field.
- A minimum of 15 years of greenfield pipeline construction experience in the Oil & Gas sectors.
- 10 years of pipeline construction experience within a cross-functional oil & gas pipeline project team.
Required Competencies:
- Competency in project delivery management systems and desktop applications.
- Proficiency in industry applications such as Assure, OMIE, Aconex, SharePoint, Adobe, and MS Office.
- Strong focus on meeting key project deliverables and objectives.
- Knowledge of compliance, risk controls, and site HSE requirements.
- Proficiency in interpreting engineering drawings, plans, and specifications.
- Understanding of pipeline construction methodologies, execution strategy, critical path, and key milestones.
- Knowledge of material ROS dates, ASME, API, ISO, ASTM standards, system/sub-system testing, commissioning, hydro-testing, flange management, LOTO, and energy isolation procedures.
- Effective communication skills and experience working with multicultural contractors.
- Staff management experience with knowledge of mentoring and motivation techniques.
- Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities.
