Job Title: Community Engagement and Feedback-Mechanism Officer

Type of Contract: Fixed Term NOA

Duration: 12 months

Reporting Line: Head of Research, Assessment and Monitoring

Background and Purpose: WFP’s Country Strategic Plan 2018-2022 aligns with Uganda’s Vision 2040 and the Third National Development Plan (NDP III), addressing food insecurity and malnutrition, supporting refugee response, and strengthening social protection systems. The Research, Assessment, and Monitoring (RAM) unit supports the WFP Country Office with large-scale surveys, monitoring activities, rapid assessments, and mapping services. RAM ensures high-quality data from the Community Feedback Mechanism (CFM) and community engagement activities, contributing to effective targeting and intervention planning.

Key Role & Responsibilities: As the RAM Officer (Community Engagement and Feedback Mechanism), you will lead the implementation of the strategy and action plan, supervise the helpline desk, and operate with a high degree of independence. Responsibilities include:

  1. Develop Protocols and Procedures:
    • Coordinate with area and field offices to prepare and implement the CEFM work plan.
    • Develop CEFM protocols, including qualitative assessment approaches.
    • Provide technical guidance to the helpdesk, helpline, and other CMF channels.
    • Lead the development of assessment and monitoring exercises to provide strategic information for WFP CEFM.
  2. Ensure Data Quality and Compliance:
    • Incorporate accountability to affected populations, protection, gender, and age perspectives in all work areas.
    • Serve as the focal point for CEFM, coordinating with key stakeholders to establish, harmonize, and align the CEFM.
    • Build the capacity of WFP staff, external organizations, and national governments in community engagement and qualitative research methods.
  3. Support Data-Driven Decision Making:
    • Conduct analyses to provide timely reports and technical advice on communication strategies for activities.
    • Represent WFP in technical discussions with partners to exchange knowledge and seek evidence-based interventions.
    • Document and share experiences, lessons learned, and best practices.

Qualifications & Experience Required:

Education:

  • Master’s degree in agriculture, Nutrition, Sociology, Economics, Rural development, or any related field.
  • Or a bachelor’s degree in agriculture, Nutrition, Sociology, Economics, Rural development, or any related field with at least four years of relevant experience.

Experience:

  • Minimum of three years of relevant professional experience in CFM, community engagement, and/or monitoring and evaluation.
  • Working knowledge in food security, nutrition, and related fields.

Knowledge & Skills:

  • Extensive experience managing teams in complex contexts.
  • Experience in coordinating and implementing assessments/monitoring and CFM.
  • Proficiency in quantitative and qualitative methods, food security analysis, and data management software.
  • Excellent communication and reporting writing skills.
  • Working knowledge and experience in MS Office, Stata, or SPSS.

Languages:

  • Fluency (level C) in English and the duty station’s language, if different.

Work Hours: 8 hours per day

Experience in Months: 48

Level of Education: Bachelor Degree
