Job Summary:
We are seeking a highly organized Procurement Officer to manage our procurement process and supply chain activities. The ideal candidate will source suppliers, negotiate contracts, and maintain vendor relationships to ensure timely and cost-effective procurement of goods and services. The Procurement Officer will work with HAC staff and partners to efficiently implement procurement processes, ensuring value creation and sustainability within the organization.
Background:
Health Access Connect (HAC) aims to link remote communities to healthcare through four main programs:
- Medicycles: Using microfinance boda bodas to bring government health workers to remote villages for one-day mobile clinics offering HIV testing, anti-retroviral treatment, immunizations, perinatal services, family planning, and more.
- Technical Advising: Partnering with Africa Resource Centre (ARC) and the Uganda Ministry of Health to teach PEPFAR implementing partners to improve ART and general treatment services.
- Treat & Teach: Enhancing family planning access in Masaka and Kalangala districts through health worker training, outreach clinics, community collaboration, and improved commodity tracking.
- Digitalisation of Health Commodities Supply Chain: Collaborating with Signalytic to improve stock visibility and move towards paperless ordering in Masaka District Health Facilities.
Essential Duties & Responsibilities:
- Develop and implement procurement strategies to optimize sourcing and supplier selection.
- Identify potential suppliers, conduct evaluations, and negotiate contracts and pricing terms.
- Manage vendor relationships and monitor performance for compliance and quality.
- Engage with internal departments and external vendors for procurement needs.
- Maintain accurate records of transactions, contracts, and vendor information.
- Track product/service performance and suggest cost optimization and efficiency improvements.
- Monitor inventory levels and forecast demand to maintain adequate stock while minimizing costs.
- Stay informed about market trends, industry developments, and regulatory requirements.
- Identify opportunities for cost savings and process improvements.
- Coordinate transportation requirements and ensure fleet management system implementation.
- Maintain communication with project clients, stakeholders, and internal departments.
- Close procurement and business deals by coordinating requirements and integrating contract terms with business operations.
Qualifications:
- Bachelor’s degree in Procurement and Logistics, Supply Chain Management, or a related field. A relevant professional course at level one qualification is an added advantage.
- At least three years of relevant work experience.
- Proficiency in procurement software, Microsoft Office Suite, QuickBooks, and Odoo is an added advantage.
- Strong negotiation and contract management skills.
- Excellent communication and interpersonal abilities.

Compensation:
- Full-time position (40 hours/week) with a monthly salary of UGX 1,500,000 before taxes.
- Field travel expenses (if any) will be covered by Health Access Connect.
Contract Appointment:
- Renewable upon satisfactory performance and subject to funding availability.
