Job Purpose:
The Monitoring and Evaluation (M&E) Specialist is responsible for providing day-to-day M&E technical assistance to the program in implementing and monitoring the quality of the strategic plan, grants, and general activities. The M&E Specialist will ensure that M&E activities are well documented and reported in a results-based manner and work closely with other programs, partners, regional and district stakeholders to develop strategic plans, funding requests, policies, plans, and guidelines. They will also support the implementation, monitoring, and evaluation of program and grant activities.

Qualifications and Experience:

  • An Honours Bachelor’s Degree in Economics, Development Economics, Quantitative Economics, Statistics, Monitoring and Evaluation, or Medicine and Surgery plus a minimum of a Postgraduate Diploma in Monitoring and Evaluation from a recognized University/Institution.
  • A minimum of six (6) years of relevant working experience, with at least three (3) years at the level of Monitoring and Evaluation officer or Economist in the Monitoring & Evaluation Department in Government or a reputable organization.
  • Extensive experience in training of trainers, developing functional monitoring and evaluation systems, M&E plans for health programs, DQAs, research, training, supervising M&E teams, and managing M&E activities.
  • Well-versed with Results-Based Financing to analyze resource inputs and cost-benefit, informing planning.
  • Good knowledge and advisory skills to guide the development of programmatic goals, objectives, strategic indicators, and activities, and familiar with development and review of the Institutional Performance Management Plan (PMP).
  • Ability to lead baseline studies, midterm, and end-term program/post-implementation evaluations (impact evaluations).
  • M&E experience within the health sector in International and National NGOs/Donors (implementation, strategy, or policy) is an added advantage.
