Job Details:
Purpose of the Post: The Environment Officer will support the WHO country office in planning, monitoring, evaluating, and coordinating environmental health interventions. This role focuses on safe drinking water, adequate sanitation, hygiene, infection control, and climate change. The officer will provide technical advice and on-site support to develop national capacities for implementing primary prevention interventions related to safe water, sanitation, waste management, chemical management, and climate change.
Objectives of the Programme: The Environment and Health program aims to reduce the environmental burden of disease through regular assessments of environmental risk factors and deploying cost-effective preventive interventions. This aligns with the Libreville Declaration on health and environment in Africa and the Sustainable Development Goals.
Organizational Context: The Environment Officer will work under the direct supervision of the Cluster Lead for the SMO Cluster, collaborating with other disease prevention and control programs and climate change initiatives. The role involves interaction with AFRO and coordination with partners working on health and environment issues.
Responsibilities:
Public Health and Environment:
- Support the MOH in developing and implementing national public health and environment policies, strategic plans, standards, and guidelines.
- Assist the MOH and other ministries in planning, implementing, supervising, monitoring, and evaluating public health and environment activities.
- Implement hygiene promotion, WHO water safety plans, and capacity building for MOH and partners.
- Provide technical support on WASH, healthcare waste management, IPC, and water supply in health facilities.
- Implement water, sanitation, and hygiene education interventions during emergencies and outbreaks.
- Monitor and implement Global Environment Facility (GEF) projects to phase out mercury in healthcare.
- Monitor and implement the Climate and Health Co-Investment Facility Coordination Programme from the Green Climate Fund (GCF).
- Support the Innovative Adaptation Financing for Climate Resilient Health System through WHO Africa Enterprise Challenge Fund (AECF).
- Coordinate public health and environment activities and support outbreak response activities.
- Perform other duties as required by the functional supervisor.
Coordination and Technical Support:
- Act as the WHO focal point for coordinating environment and health activities.
- Monitor and report on the planning, implementation, supervision, and evaluation of WHO environment and health activities.
- Facilitate and coordinate the production of WHO environment health technical and financial reports.
- Provide regular updates on the status of environment health activities.
- Represent WHO at environment health technical working group meetings.
- Perform other related duties assigned by the supervisor.

Qualifications and Experience:
Education:
- Essential: First degree in environmental health, sanitary engineering, or a related field.
- Desirable: Additional postgraduate qualifications in public health.
Work Experience:
- Essential: At least 1 year of experience in environmental and public health.
- Desirable: Experience in humanitarian settings and program management in an international organization.
Other Skills:
- Excellent computer and data analysis skills.
- Proficiency in MS Word, Excel, and PowerPoint.
- Strong oral and written communication skills.
- Excellent report writing skills.
