Job Details:
The Ministry of Water and Environment (MWE) is the implementing agency of LIFE-AR, coordinating the day-to-day activities of the Least Developed Countries Initiative for Effective Adaptation and Resilience. The project will be piloted in twelve district local governments: Yumbe, Pader, Rakai, Kibaale, Lwengo, Ngora, Ntungamo, Kalaki, Kalungu, Pakwach, Kaabong, and Karenga. The project of IFPA-CD under the Government of Uganda funding component is seeking qualified applicants for the position of Communications Officer.

Job Purpose:
To provide support to the Project Coordination Unit (PCU) by ensuring effective communications and outreach activities of the IFPA-CD project.
Key Functions:
- Lead the development of a budgeted communication strategy for funding by the World Bank.
- Implement the approved communication strategy.
- Work closely with PCU staff and designated project coordinators in implementing agencies (MWE, UWA, and NFA) to perform the following functions/tasks:
- Develop Information, Education, and Communication (IEC) materials across a wide range of partners and stakeholders.
- Prepare public awareness materials and facilitate their dissemination.
- Provide inputs into the preparation of project progress reports and other technical publications, including designs and layouts.
- Update the IFPA-CD website, track, and report usage of the website.
- Initiate and carry out an internal communication program to raise stakeholder awareness and knowledge on IFPA-CD among staff of the implementing agencies and technical support partners.
- Produce appropriate public information to support campaigns promoting effective participation, disseminate knowledge, and build support for IFPA-CD among different stakeholders.
- Monitor the performance of the IFPA-CD Communications and Awareness strategy.
- Organize project visibility and accountability events such as project steering committee meetings, World Bank missions, and talk shows.
- Produce communication stories and periodic electronic newsletters about IFPA-CD project activities, impacts, and lessons across all implementing agencies.
Person Specification:
- At least an Honours Degree in Mass Communication, Journalism, or a related field.
- Experience in water sanitation and environment is an added advantage.
- Experience in virtual and digital management is also an added advantage.
Experience:
- Minimum of 1 year of progressively professional experience in communication for programmes/projects, corporations, and government institutions.
- Demonstrated ability in writing, packaging messages, publishing, and outreach activities.
- Excellent computer skills, including word processing and publishing packages.
