Job Details:

General Background: The unprecedented mass influx of refugees into Uganda since 2016 has put enormous pressure on the country’s resources, particularly health and education services. As of April 2024, Uganda hosts 1,673,716 refugees and asylum seekers, including from South Sudan, Democratic Republic of Congo (DRC), Burundi, Somalia, Eritrea, and Rwanda. Refugees share all social services with the local host communities, which are among the least developed districts in the country. There is a need for coordinated education service delivery and additional support and resources.

Multiple education partners have worked with the Government of Uganda to develop the Education Response Plan for Refugees and Host Communities in Uganda (ERPII) 2022-2025. There is a need for capacity for education information management to ensure data from the settlement EiE Working Group is available to the Ministry of Education and Sports (MoES) and districts in a timely manner. The Assistant Information Management Officer will support the MoES and UNHCR on issues related to education data and information management for the ERP and Education.

Accountability:

  • Reliable data on refugees and national learner enrolment across the refugee hosting districts and urban areas.
  • Trends and patterns of data entered in the EMIS are analyzed and reported.
  • Standard and ad hoc reports and data products are produced.
  • Technical support provided to MoES, DLG, UNHCR, partners, and schools.
  • Participation in Education Working Group Engagements and Task teams.

Purpose and Scope of Assignment:

  • Based at the Ministry of Education and supports Education Response Plan (ERP) Secretariat Office in Kampala.
  • Provide technical support to MoES and UNHCR education teams.
  • Undertake frequent missions to support District Local Governments in the 12 Refugee Hosting Districts (RHD) and Kampala City Council (KCCA).

Key Responsibilities:

  • Support MoES, UNHCR, and DLG in data analysis and quality control of education data.
  • Collect, compile, aggregate, and analyze data for standardized information products.
  • Assist in training staff involved in data and information management.
  • Support the EMIS roll-out processes and ensure refugees and host community children are enrolled.
  • Provide technical support to Needs Assessment processes.
  • Represent ERP secretariat in meetings and share updates.
  • Track and monitor the implementation progress of ERP related activities.

Qualifications and Experience:

  • Education: University degree in Information Technology, Demography, Statistics, Data Science, Social Sciences, or related area. Postgraduate degree desirable.
  • Work Experience: Minimum 1 year of relevant experience in data management and analysis. Experience with refugee data systems desirable.

Key Competencies:

  • Required:
    • Proven skills in analysis of statistical information.
    • Advanced Excel skills (e.g., pivot tables, functions).
    • Proficient in graphics software (especially Power BI).
    • Strong database skills.
  • Desirable:
    • Knowledge of the humanitarian and development community.
    • Knowledge of education-related standards and indicators.
    • Previous experience in information and data management for education.
    • Experience in web design and software development.
    • Experience with relevant software such as ArcGIS, SPSS, SQL Server.
