Job Details:
The Spread Superintendent is responsible for overall field management and pipeline supervision of the day-to-day construction activities of the EPcmC staff and contractors. They ensure work is carried out using safe working practices and is completed in accordance with the project codes, standards, drawings, and specifications. The Spread Superintendent will supervise the pipeline ROW preparation and access, stringing, stacking, and general pipeline construction activities.
Duties and Responsibilities:
- Field Management: Manage the allocated LOT within the pipeline spreads and area packages, directly supporting EPcmC staff and contractors to ensure timely and budgeted delivery of the pipeline and associated facilities.
- Local Partner Coordination: Ensure local partners and contractors receive clear instructions and guidance, providing on-the-job training and performance monitoring.
- Contract Compliance: Ensure contractors execute and comply with their contracted scope of work, implementing and communicating safe work practices.
- Project Review: Participate in the review of project schedules, constructability, and technical design to identify optimization opportunities.
- Daily Operations: Support pipeline installation supervisors, coordinate ROW access permits, profile surveys, clearing, and grading works, and manage material deliveries and stringing activities.
- Quality Control: Verify civil and concrete works, plan pipe laying, and ensure critical materials and equipment are stored and preserved with records available.
- Inspection and Testing: Coordinate NDE inspection and testing, identify construction conflicts, and supervise junior field engineers.
- Logistics Management: Ensure logistics team manages ROS dates for site pipeline materials, interface with field engineering teams, and coordinate inspection surveillance and hold points.
- Completion Planning: Plan system/subsystem completion for testing and commissioning readiness, work within a multi-cultural framework, and ensure compliance with Ugandan regulations and project requirements.
- HSE and Ethics: Mentor exemplary behavior regarding HSE, ethics, and company “Code of Conduct” policy, supporting and coordinating EACOP project teams.
Education, Skills, and Qualifications:
- Education: Tertiary/professional qualification in pipeline construction management or related discipline.
- Experience: Minimum of 15 years of Greenfield pipeline construction experience in the Oil & Gas sector, with at least 10 years in cross-functional oil & gas pipeline project teams.
- Technical Skills: Proficient in analyzing construction metrics, reporting KPIs, interpreting engineering drawings, and understanding pipeline construction methodologies.
- Software Proficiency: Competency in Assure, OMIE, Aconex, SharePoint, Adobe, MS Office (Word, Excel, PowerPoint, Vision).
- Knowledge: Understanding of ASME, API, ISO, ASTM standards, critical path construction planning, and material ROS date importance.
- Testing and Commissioning: Knowledge of system/sub-systems testing, pipeline hydro-testing, flange management, bolt torque procedures, and LOTO procedures.
- Communication Skills: Ability to articulate construction concerns and solutions, manage multicultural contractors, and staff management experience.
- Attributes: Autonomous, self-motivated, flexible, and able to adapt quickly to change or shifting priorities.
