Alight provides shelter, clean water and sanitation, health care, skills training, microcredit education, protection to help survivors of war and natural disasters to rebuild their lives with dignity, health care, security and self-sufficiency.

Job Summary:   The primary focus will be to support  the ALIGHT Uganda program-related to personnel, to ensure continuous improvements in reinforcing protection from sexual exploitation, abuse ,harrasment  and other code of conduct compliance  related aspects. S/he will support ALIGHT members and their programs (and through them partners and sub-grantees) to foster a work environment that prevents and protects against sexual exploitation and abuse and violation of other ALIGHT policies and procedures as stipulated in the HR policy. This role covers PSEAH and child protection in all our contexts, wherever ALIGHT employees work and within all programming. This role will from time to time engage in other Human Resources functions as advised by the line manager.

Under the overall supervision of the Human Resources Coordinator, the successful candidate will be responsible for supporting and tracking progress of the implementation of the global policy on Protection from Sexual Exploitation Abuse and Harrasment and Child Protection (PSEAH/CP). S/he will act as the ALIGHT code of conduct expert who will support PSEAH/CP focal points and ALIGHT staff to work together towards a global action plan in identifying and sharing internal/external best practices, harmonizing policy and procedures, refining capacity-building material, reinforcing complaints mechanisms and practice investigations methods. S/he will facilitate efforts across ALIGHT towards collection and reporting of data to foster our strong commitment towards internal and external accountability.

The Safeguarding Officer will be the first point of contact for the people we serve/clients to receive all concerns/cases that involve Alight and its staff.  He/She will support with the day-to-day safeguarding concerns and handle all investigations of the client cases and share reports with the HR Coordinator for action.

Key Duties and Responsibilities:

Systems strengthening, monitoring and reporting.

  • In consultation with all levels of the organization, especially HR departments and PSEA/CP focal points, support the process of improving prevention of SEAH through HR policy and practices, including PSEAH/CP standards into induction materials and training courses for ALIGHT employees and related personnel; reinforcing PSEAH/CP standards from the job description to final recruitment stage and performance management; and overall in systems development to ensure ALIGHT does not rehire or redeploy or provide references for those found responsible for SEAH.
  • Coordinate with management, the development of strategies, systems and procedures to respond to SEAH, including integrating already existing complaint mechanisms and identifying additional complaint channels, supporting management with guidance on best practice community-based complaints mechanisms, and supporting the management in developing investigative capacity and standards in victim/survivor assistance.
  • In coordination with the line Manager work to have in place effective and consistent monitoring and evaluation mechanisms for PSEAH/CP.
  • Work in close coordination with the HR coordinator and other colleagues to conduct investigations and act as the resource person to help source tools, resources and provide any relevant guidance to ensure timely closure of the cases that are under investigation.
  • Working closely with the HR team provide guidance through training in the roll out of education programs and support PSEAH/CP focal points and members in the development of awareness raising, sensitization, communication and training resources go new and existing staff as needed.
  • Create and maintain a PSEAH/CP resource tool (e.g. wiki) to ensure systematic education of ALIGHT Staff and related Personnel to prevent and empower them to respond to SEAH other related code of conduct.
  • Receive safeguarding reports/ concerns and ensure that appropriate steps are taken to address them. Ensure that all concerns and reports are promptly investigated and concluded.
  • In coordination with the Team Leaders, raise awareness on safeguarding policy in communities and ensure that community members know what behaviors to expect from staff and how to raise and report concerns.
  • Coordinate all FRRM related cases that come to management that has Alight staff facing for timely handling and closure.
  • In coordination with the HR unit colleagues, lead all new staff trainings/induction and refreshers on the PSEA policy as scheduled in the HR plans for all Alight.
  • Provide HR related Support in the key generic Human Resources functions as guided by the Human Resources coordinator which would include but not limited to; Participation in recruitment process, performance management process, staff welfare and any other HR related duties as assigned to you.

Qualifications, Skills and Experience:

  • The applicant must hold a degree in social science, human resources law, criminal law, investigation, gender-based violence or related field.
  • Work Experience: 3-5 years of relevant work experience, especially in compliance and ethics; investigative practice skills; familiarity with Safeguarding and PSEAH.
  • experience integrating organization compliance.
  • Familiarity with humanitarian operations in non- profit set up.
  • High level of integrity & Confidentiality
  • Strongly drives performance forward in area of the business for which they are responsible together with the team.
  • Sets a strong learning culture in their part of the organization.
  • Remains calm and positive under pressure and in difficult situations.
  • Excellent written and spoken English skills.
  • Analytical skills for analysis of reported cases / allegations and make necessary reports after conclusion.
  • High level of emotional interagency
  • Strong analytical, organization, planning and communication skills.
