Job Title: Programme Policy Officer (Anticipatory Action)

Reporting Line: To the Head of Field Office (HoFO)
Background and Purpose: The Programme Policy Officer (Anticipatory Action) will enhance resilience to shocks and climate change in the Karamoja sub-region. This role involves developing and implementing anticipatory action activities through forecast-based financing mechanisms and enabling local governments and communities to implement anticipatory actions to mitigate impacts and strengthen shock-responsive systems.
Key Role & Responsibilities:
Anticipatory Action Planning and Implementation:
- Develop and lead the implementation of forecast-based financing (FbF) and anticipatory action strategies and plans in Karamoja.
- Coordinate with stakeholders to integrate anticipatory actions into existing WFP, district local government, and partner programs and activities.
- Identify and prioritize risks, designing anticipatory interventions to mitigate potential shocks and climate change impacts.
- Monitor and evaluate the effectiveness of anticipatory action initiatives, adjusting strategies as needed.
Forecast-Based Financing Mechanisms: 5. Design and implement forecast-based financing mechanisms to trigger anticipatory actions before shocks occur. 6. Develop early warning systems and triggers for releasing funds based on forecasts. 7. Collaborate with meteorological and climate institutions to ensure accurate and timely data for decision-making.
Capacity Building and Training: 8. Conduct capacity assessments of local government and community structures. 9. Develop and deliver training programs to enhance skills and knowledge in implementing anticipatory actions. 10. Provide technical assistance and ongoing support to local government officials and community leaders. 11. Promote knowledge sharing and best practices in anticipatory action and resilience-building.
Community Engagement and Outreach: 12. Engage with community stakeholders to raise awareness and understanding of anticipatory actions and resilience strategies. 13. Facilitate participatory planning processes to ensure community involvement in anticipatory actions. 14. Support the development of community-based early warning systems and response plans.
Partnership Development and Coordination: 15. Establish and maintain partnerships with district local government structures, NGOs, and other stakeholders involved in resilience and anticipatory action initiatives. 16. Coordinate with partners to align efforts, share resources, and avoid duplication of activities. 17. Represent WFP in relevant coordination meetings, working groups, and forums.
Research, Analysis, and Reporting: 18. Conduct research and analysis on risks, vulnerabilities, and the effectiveness of anticipatory actions. 19. Prepare comprehensive reports, policy briefs, and case studies to inform decision-making and advocacy efforts. 20. Contribute to the development of funding proposals and donor reports.
Programme Management and Administration: 21. Oversee the planning, budgeting, and implementation of anticipatory action projects. 22. Ensure compliance with WFP policies, procedures, and standards in all programme activities. 23. Maintain accurate records and documentation of programme activities and expenditures. 24. Perform other duties as required to support the successful implementation of WFP’s anticipatory action initiatives in Karamoja.
Qualifications & Experience Required:
Education:
- Master’s degree or equivalent in a relevant field such as Environmental Science, Disaster Management, Climate Change, Agriculture, Social Sciences, International Development, or a related discipline.
- Or a Bachelor’s degree in one of the above fields, combined with additional relevant work experience and/or specialized training.
Specialized Training or Certifications:
- Certifications in Disaster Risk Reduction (DRR), Climate Change Adaptation, Project Management (e.g., PMP, PRINCE2), or other relevant areas.
- Courses or diplomas in areas such as Forecast-Based Financing, Early Warning Systems, Humanitarian Response, or related fields.
Experience:
- At least 5 years of professional experience in programme management, disaster risk reduction, climate change adaptation, or related fields, with a focus on anticipatory action or resilience-building.
- Experience in designing and delivering training programs and capacity-building initiatives.
- Experience working with communities and local governments to implement resilience and anticipatory action strategies.
Knowledge & Skills:
- Forecast-Based Financing (FbF): Understanding of forecast-based financing mechanisms and their application in disaster risk reduction. Ability to design and implement FbF systems, including setting triggers and thresholds for action.
- Early Warning Systems: Knowledge of developing and managing early warning systems to anticipate and respond to potential shocks. Skills in interpreting meteorological, climatic, and other hazard-related data to inform decision-making.
- Disaster Risk Reduction (DRR): Proficiency in DRR strategies, frameworks, and best practices. Ability to conduct risk assessments and develop mitigation measures.
- Climate Change Adaptation: Expertise in climate change adaptation strategies and their integration into anticipatory action plans. Understanding of the impacts of climate change on food security, nutrition, and community resilience.
- Project Management: Strong project management skills, including planning, budgeting, implementation, and reporting. Ability to manage multiple projects simultaneously and deliver results on time.
- Capacity Building and Training: Experience in conducting capacity assessments and developing training materials. Skills in delivering training and workshops to diverse audiences, including local government officials and community members.
- Data Analysis and Research: Proficiency in data collection, analysis, and interpretation. Ability to conduct research on risks, vulnerabilities, and the effectiveness of anticipatory actions.
- Monitoring and Evaluation (M&E): Experience in designing and implementing M&E frameworks to track the performance and impact of anticipatory action initiatives. Ability to use M&E tools and methodologies to inform programme adjustments.
- Community Engagement: Skills in facilitating participatory planning processes and engaging community stakeholders. Ability to collaborate with communities to develop and implement local anticipatory action plans.
- Stakeholder Coordination: Proficiency in establishing and maintaining partnerships with government agencies, NGOs, and other stakeholders. Ability to coordinate activities and resources across multiple partners and sectors.
- Technical Writing and Reporting: Strong technical writing skills for preparing reports, policy briefs, and funding proposals. Ability to communicate complex technical information clearly and concisely.
Languages:
- Fluency in oral and written English. Working knowledge of local languages is an added advantage.
