About Impact and Innovations Development Centre:
Impact and Innovations Development Centre (IIDC) is a nonprofit regional Technical Advisory and Learning partner organization working with development agencies across Africa to promote impactful and innovative programming. IIDC aims to build the capacities of partners to enhance the efficacy of development interventions for sustainable and equitable development outcomes. Our Technical Advisory and Learning services cover impactful program design, measurement and evidence generation, program adaptation and scale-up, learning and knowledge management, and safeguarding integration in technical programming.
About the Position:
The MEL Specialist/Advisor will provide technical services and lead processes within IIDC, conceptualizing, defining, developing, and implementing MEL components for IIDC projects. While specifically supporting the MEL component of the REAL Fathers Scale-up Project, the Specialist/Advisor will also provide technical support and advisory services to other IIDC program partners in impact measurement and program learning. This role involves high-level technical advisory and coordination with experts, researchers, academia, government stakeholders, and practitioners in MEL. The Specialist/Advisor will contribute to program learning, adaptation, and knowledge-sharing among stakeholders.
Primary Duties and Responsibilities:
- Technical Inputs:
- Provide technical inputs on monitoring frameworks, tools, and indicators to ensure accurate data collection and assessment.
- Ensure monitoring tools are user-friendly and intuitive.
- Support to Partners:
- Provide ongoing technical support to partners in MEL processes including data collection, management, and use.
- Lead the updating of the MEL Operations Manual.
- Oversee the operationalization of the Monitoring Information System (MIS) and ensure timely data extraction and dissemination.
- Maintain and update data storage and retrieval systems.
- Program Learning Events:
- Support program learning events for continuous improvement and capturing lessons for program adaptation.
- Liaise with research partners and stakeholders for efficient execution of program measurement processes.
- Technical Advisory:
- Provide regular technical advisory and support to IIDC program partners in MEL, including developing MEL frameworks, generating reliable evidence, operationalizing MIS systems, and applying program data for quality improvement.
Required Qualifications:
Essential:
- Experience: 10+ years
- Education Level: Master’s degree/PhD
- Master’s degree in monitoring and evaluation, social research, statistics, or a relevant program measurement qualification. A PhD with a focus on quantitative and qualitative impact measurement methodologies is highly advantageous.
- Extensive work experience in the development and implementation of program measurement and learning systems.
- Experience in developing and deploying diverse, multi-level measurement evaluation designs and methodologies.
- Verifiable experience in the design and operationalization of MIS systems.
- Strong expertise in training and capacity development for both technical and non-technical staff.
- Thematic programming expertise in areas such as children’s rights, violence against children, gender-based violence, male engagement, and ECD is highly advantageous.
- Excellent writing, reporting, and documentation skills for research and evidence products.
- Ability to work collaboratively with counterparts in different global time zones.
- Proactive, agile, collaborative, and able to work efficiently with diverse cultures.
