Job Overview/Summary:
Under the guidance and supervision of the Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Officer, the Health Information Assistant will be based at the field health facility. The Health Information Assistant is responsible for providing smooth flow and access to information through records management for action and decision-making. This includes using standard MoH/Donor data tools and reporting forms, facilitating data recording, compilation, use, reporting, and management, producing and submitting periodic health activity reports, and fostering high standards for quality data collection and analysis.

Duties:

Monitoring and Evaluation (M&E):

  • Develop, implement, and review a robust M&E plan with quantitative and qualitative collection methods.
  • Support the development, review, consolidation, and dissemination of the theory of change, log frames, M&E plans, and implementation matrices.
  • Conduct periodic program evaluations including baseline, mid-term, and end line.
  • Ensure all program activities have clearly defined indicators, outputs, and desired outcomes.
  • Conduct periodic field monitoring and capacity building visits.
  • Create and facilitate stakeholder surveys to measure impact.

Accountability and Data:

  • Lead, manage, and hold accountable data specialists to ensure program data is properly collected, reviewed, and accurate.
  • Ensure effective and efficient data management, including data collection, storage, analysis, and dissemination through a digital M&E system (Salesforce).
  • Create and review program dashboards and Salesforce reports for data analysis.
  • Collate, review, and distribute monthly program reports.

Learning and Research:

  • Advise program teams using data to make informed decisions for program enhancements and improvements.
  • Benchmark like-minded organizations for partnership opportunities and learnings.
  • Screen program ideas for scalable implementation.
  • Build systems and coach on approaches for data collection and program design.

Communication and Collaboration:

  • Serve as the bridge between Leadership Development program teams, Strategy and Program Impact, and Development teams through frequent communication and collaboration.
  • Assist the fundraising team with grants and proposals.
  • Collaborate with the VP, Strategy and Program Impact to align M&E tools and methods with organizational strategy.
  • Work closely with the Communications and Technology Manager on impact story collection to complement qualitative research and reporting.

Skills and Abilities:

  • Experience and understanding of M&E methodologies and frameworks.
  • Knowledge in Theory of Change, Human-Centered Design, and Most Significant Change approaches.
  • Strong data analysis skills and experience with data visualization tools (PowerBI or similar preferred).
  • Experience with digital data management systems (Salesforce experience a plus).
  • Report writing skills.
  • Critical thinking and problem-solving skills.
  • Emotional and social intelligence to work in a cross-cultural environment.
  • Interpersonal and communication skills to collaborate and build relationships with stakeholders at all levels.
  • Willingness to travel to operational areas (Nimule, South Sudan, and Gulu, Uganda).

Qualifications and Experience:

  • Minimum 3 years’ experience in monitoring and evaluation or data analytics (international development sector a plus).
  • University degree in Economics, Social Sciences, Development Studies, ICT, Data Science, Business Administration, or related field.
  • Graduate certificate in M&E or Project Planning and Management preferred.
