Client Brief:
The East African Crude Oil Pipeline (EACOP) is a 1,443km pipeline project that will transport Uganda’s crude oil from Kabaale – Hoima in Uganda to the Chongoleani peninsula near Tanga port in Tanzania. Worley, in partnership with TotalEnergies and other partners, will support the execution and delivery of this project.
Position Summary:
The Health and Safety Supervisor will participate in and provide input for the development of targeted HSE Improvement Plans and support documents. This role ensures Health and Safety alignment with approved plans, builds and maintains relationships with management representatives, company, and partners, and participates in project Go/No-go HSE/R3 reviews for project mobilization. The role includes contractor HSE assessments, evaluations, and pre-qualifications, facilitating and participating in HSE Risk Assessments, and ensuring comprehensive HSE Management Plans for all sites and offices.
Duties and Responsibilities:
- Support EPcmC staff and contractors in delivering the pipeline, AGI, MST facilities, and EITS infrastructure on-time and within budget.
- Provide on-the-job training and coaching to local personnel, coordinating with training providers for performance monitoring.
- Implement and communicate safe work practices on and off project sites.
- Promote Worley’s principles of ‘Life’ and Zero Harm in the EACOP project.
- Communicate HSE roles and responsibilities to project leadership and staff teams.
- Liaise with Project R3 for cross-functional coordination.
- Ensure HSE organization and management systems processes are compliant.
- Review and ensure contractor’s HSE procedures, processes, and documentation meet compliance requirements.
- Advise site supervision and field engineers on their HSE roles and responsibilities.
- Approve contractor’s project HSE documents.
- Monitor, manage, and direct EPcmC H&S advisors’ surveillance and inspection activities.
- Inspect the HSE activities of contracted 2nd and 3rd party inspection services.
- Report construction progress against HSE KPIs.
- Update HSE systems reports and compliance audit results in databases.
- Review and comment on contractor safety inspection reports and act as necessary.
- Participate in HSE inspections, assessments, incident investigations, and reviews.
- Attend and engage in contractor HSE audits.
- Conduct specific HSE compliance audits and surveillance reviews.
- Prepare and present HSE moments at toolbox talks, pre-starts, and office locations.
- Attend project meetings and verify HSE metrics and KPIs.
- Manage and coordinate surveillance and compliance reviews of contractors.
- Perform inspections to ensure HSE compliance.
- Work within a multicultural framework and provide ethical support.
- Mentor exemplary HSE, ethics, and company “Code of Conduct” behavior.
Experience, Skills and Qualifications:
- Bachelor’s degree in HSE or related field preferred, with five to seven years of HSE experience, or NEBOSH Diploma.
- Alternatively, eight years of HSE experience with appropriate safety certifications.
- Eight years of HSE experience in oil & gas pipeline projects supporting construction, commissioning, and start-up.
- Experience in analyzing HSE metrics and reporting non-compliance to project management.
- Proven experience with Worley or equivalent management systems and desktop applications.
- Competency with industry applications such as Assure, OMIE, Aconex, SharePoint, Adobe, MS Office.
- Knowledge of safety compliance, risk controls, and site HSE hierarchy.
- Focus on meeting key project deliverables and HSE objectives.
- Understanding of HSE management systems and ISO 31000 requirements.
- Knowledge of root cause analysis, HSE risk analysis, and analytical reporting.
- Proficiency in interpreting HSE plans, policies, and regulations.
- Strong communication skills to articulate safety concerns and solutions.
- Experience working with multicultural contractors and reporting HSE performance.
- Staff management experience, including mentoring and motivation techniques.
- Autonomous, self-motivated, and adaptable to changing priorities.
