Job Summary: The Grants Finance Officer will support the Grants Finance Manager in monitoring specific grants within an assigned portfolio. This includes providing a second layer of project-specific approval for each posting and maintaining and reviewing the project general ledger.
Key Duties and Responsibilities:
Grants Financial Planning and Management (20%):
- Coordinate with project managers and technical coordinators to develop proposal budgets per donor guidelines, project needs, and organizational funds requirements.
- Ensure consistency, quality, and coherence between narrative and budget proposals.
- Provide technical support to partners and staff in project fundraising and donor fund management.
- Review project cash flow forecasts/installment plans prior to project kick-off meetings.
- Facilitate grant closure procedures and monitor compliance to grant closure steps.
- Prepare final financial reports as per donor requirements and ensure grants are closed out in the accounting system.
Grant Compliance, Information Management, Administration, and Capacity Building (20%):
- Maintain a schedule/database of grant proposals, ongoing grants, and closed grants.
- Develop and maintain a grants management calendar to ensure timely dissemination of report deadlines, reviews, and closure information.
- Maintain updated files for approved grants detailing agreements, donor regulations, approved budgets, proposals, financial reports, and correspondence.
- Act as a finance focal point with donors and liaise for clarification on financial and compliance requirements.
- Organize training for relevant staff on donors’ procedures, requirements, and compliance regulations.
- Participate in all grants-specific audits/assessments and follow up on recommendations.
Grant Financial Reporting, Monitoring, and Accountability (25%):
- Manage the preparation and timely distribution of monthly Budget vs. Actual (BVA) reports.
- Coordinate monthly grant BVA monitoring meetings and ensure documentation and follow-up on action points.
- Support budget revisions in line with donor regulations and provide recommendations for realignments.
- Conduct grant monitoring visits to field locations and participate in planned donor monitoring field visits.
- Participate in donor and stakeholder meetings and visits as required.
Grant Income and Receivables Management (10%):
- Prepare and manage project income tracking schedules against all signed donor contracts.
- Prepare donor invoices and request cash disbursements as per project agreements.
- Review grant fund requests and confirm the availability of funds for monthly field requests.
- Ensure accurate payroll charges for assigned grants.
Donor Reporting (20%):
- Manage the reporting schedule to ensure timely and accurate reporting.
- Prepare accurate financial donor reports in accordance with donor requirements.
- Verify that financial and narrative reports are coherent.
- Coordinate with ERP team/developers for user-friendly reporting tools.
Sub-Grantee Management (5%):
- Conduct capacity assessment and due diligence on new sub-grantee organizations.
- Prepare partnership agreements and review sub-grantee financial reports.
- Conduct detailed expenditure verification on sub-grantees’ liquidations.
- Enhance financial management capacity of sub-grantees through continuous training.
Qualifications, Skills, and Experience:
- Bachelor’s Degree in Accounting & Finance, Business Administration, Economics, or Commerce (Master’s Degree is an added advantage).
- Minimum Level 3 progressive stage in Accounting certification (Full Chartered Accountant or CPA preferred).
- At least two years of experience in grants management overseeing multi-donor project funds.
- Experience working with INGOs is an added advantage.
- In-depth knowledge of Generally Accepted Accounting Principles and relevant donor requirements.
- Proficient in ERP systems and computerized accounting software (e.g., Sage, Unit4).
- Strong analytical and financial reporting skills.
- Skilled in training and capacity building.
- Proficient in both written and spoken English.
- Ability to maintain detailed records with high accuracy and to act with integrity.
- Ability to support MTI Calling and adhere to the MTI Code of Conduct.
