About This Job: Q-Sourcing Limited, trading as Q-Sourcing Servtec, is a manpower management solutions firm operating in the East African Region, including Uganda, Kenya, Tanzania, Rwanda, and South Sudan.
On behalf of our client EACOP, we are looking for a competent, skilled, and experienced Completion Engineer to work in Uganda.
Mission and Job Dimension: The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project between Uganda and Tanzania, involving detailed engineering, construction, operation, and maintenance of the corresponding facilities. The project includes nine main packages executed through 15 to 18 different direct main contracts. The EACOP project will mobilize more than 600 personnel during peak periods and up to 10,000 personnel, contractors inclusive, across various sites for construction activities.
Activities:
- Analyze system definitions (as per PID markup) and pre-ops sequences.
- Check Completion system definitions and inspection plans per discipline in coordination with discipline Lead and Engineering.
- Request necessary modifications to Project Completion Database (ICAPS, WINPCS, TAKEOVERXPS, SMARTPLANT module).
- Follow up with each discipline’s Inspection Test Report according to system priority.
- Organize and participate in construction final inspections (walkdowns).
- Ensure proper definition of punch lists.
- Lead daily completion meetings with the contractor, QAQC, and construction to achieve Inspection and Punch list completion as per schedule objectives.
- Support discipline leads and Area Construction Site leads for site reviews and completion activity/sequence.
- Ensure adequacy of punch list reports and site status.
- Ensure completion certificates are generated on time and pre-ops workfronts are released as scheduled.
- Focus on health, safety, and environmental protection during activities.
- Interface with Construction/PreCom, COM, Engineering, QC, regulatory compliance, and Permitting departments to ensure that construction documents supporting the handover of works from construction/precom to commissioning are prepared and approved efficiently.
- Prepare daily and weekly reports.
- Ensure efficient communication with back-to-back replacements.
Context and Environment: The EACOP project involves a 1,445km main oil export pipeline, above-ground facilities, a marine terminal, main line block valves, a long line heat trace system, and feeder lines from Tilenga and Kingfisher fields. The project faces numerous technical, environmental, and social challenges and aims for a Ready for Start-up (RFSU) schedule not later than 39 months after FID. The project is developed with low CAPEX & OPEX to support the economics while maintaining technical quality, with high H3SE requirements and focus.
Accountability:
- Coordinate punch list activities as the Punch List Authorized Individual.
- Ensure punch list items are adequately described and pertinent to the associated system.
- Monitor punch list registration and coordinate project team walkdowns.
- Expedite verification of cleared punch lists.
- Review Master Punch List reports (Daily, Weekly, Monthly) submitted by the Contractor.
- Report progress status of certification and documents to the LOT Manager.
- Assist the Handover team in submitting mechanical Packages and Tie-in dossiers for client approval.
- Coordinate Test Packs with Construction and QC departments.
- Assist the Completion Handover Manager with daily tasks.
Mandatory Qualifications, Experiences, and Competencies:
- Education: Postgraduate qualifications from a multi-disciplinary institute of technology with an engineering degree or similar.
- Experience:
- At least 10 years’ experience in Construction and Turnover (Completion) in a similar position.
- Knowledge of PID, system definition, and turnover/completion requirements.
- Proficiency in English, both written and spoken.
- Computer literacy (Word, Excel, PowerPoint, PDF) and proficiency in well-established Completion software.
- Strong leadership and teamwork skills.
- Experience leading multi-discipline construction activities.
- Proficiency in interpreting engineering drawings, plans, and specifications.
- Excellent communication and negotiation skills.
- Analytical and problem-solving skills.
- Ability to travel as required.
- Competence in report writing and planning.
