Job Details:

Position Description: This position is planned for an upcoming governance project based in Kampala, Uganda. The Citizen Engagement Lead (Objective 2) will manage technical oversight, program design, and support activities that empower citizens to actively engage and demand accountability. Responsibilities include mobilizing citizen groups, challenging corruption, and supporting anti-corruption actors. This role involves working with NGOs, civil society, media, various government levels, and other donor-funded programs.

Primary Responsibilities:

  • Provide technical leadership in designing and implementing citizen engagement in accountability and anti-corruption activities.
  • Oversee strategic planning and execution of program initiatives, and develop innovative strategies to increase public engagement in accountability and anti-corruption.
  • Build and maintain strong relationships with stakeholders, including NGOs, civil society, media, various government levels, and donor programs to facilitate collaborative efforts.
  • Collaborate with the Finance & Manager, Accountability and Anti-Corruption team, and MEL & CLA Manager to develop a robust pipeline of potential grant applicants and support monitoring of grant implementation.
  • Ensure equitable benefits and representation for diverse groups, including women, marginalized communities, and persons with disabilities in grants, activities, and program design.

Qualifications:

  • Bachelor’s Degree with 8 years of experience, or Master’s Degree with 6 years of experience in a relevant field.
  • Minimum of 6 years of leadership experience managing governance, accountability, or anti-corruption programs in an international development context.
  • Demonstrated success in designing and implementing complex programs related to citizen engagement for accountability, transparency, and anti-corruption.
  • Strong expertise in stakeholder management and engagement at all government levels and with civil society organizations.
  • Proven ability to lead and coordinate with diverse teams in a dynamic and multicultural environment.
  • Proven writing and reporting experience.
  • Excellent analytical, organizational, and communication skills, capable of articulating complex issues clearly and persuasively to varied audiences both verbally and in writing.
  • Fluent in English.
