Job Details: The German Ministry for Economic Cooperation and Development (BMZ) has commissioned the Gesellschaft fϋr Internationale Zusammenarbeit (GIZ) with the Programme “Strengthening Governance and Civil Society in Uganda”, co-funded by the European Union. The programme aims to enhance the capacity of state and civil society actors in Uganda to uphold human rights and governance principles. The programme has two main components: Advancing Governance and Accountability (AGA) and the Strengthening Civil Society in Uganda Support Programme (CUSP).
Under AGA, GIZ collaborates with the Office of the Auditor General (OAG), the Inspectorate of Government (IG), and the Public Procurement and Disposal of Assets Authority (PPDA) to combat corruption and improve accountability and transparency in Uganda. GIZ is seeking three Technical Advisors to plan, implement, and monitor social accountability activities, focusing on promoting transparency, accountability, and anti-corruption in local government. The advisors will support multi-stakeholder forums such as the District Integrity Promotion Forums (DIPFs) and the use of digital accountability tools like the Contract Monitoring System (CMS) and the Citizens Feedback Platform (CFP).
The positions are based in Mbarara, Gulu, or Mbale and involve close collaboration with state and non-state institutions in the respective regions.
Key Responsibilities:
- Strengthen relationships between the OAG, IG, PPDA, and their stakeholders.
- Enhance feedback mechanisms through digital social accountability platforms.
- Support CSOs in utilizing the CMS and CFP and foster partnerships with PPDA and OAG.
- Promote cooperation among CSOs in the region.
Specific Tasks: Professional Advisory Services:
- Identify needs for external support and technical advice to AGA partners.
- Provide advice on stakeholder engagement and relationship building.
- Assist in designing ToRs and supervising third parties.
- Participate in the design, preparation, and implementation of regional events.
- Monitor intervention implementation and document activity progress.
Coordination Tasks:
- Assist with project planning and concept development for regional partners.
- Coordinate project activities with colleagues and partners.
- Compile relevant information for regional activities and assignments.
Knowledge Management:
- Ensure knowledge transfer within the program and among partners.
- Develop strategies, technical concepts, guidelines, and manuals.
- Contribute to project reports, including annual reports.
- Assist with research activities and studies as needed.
Knowledge Exchange:
- Engage with CUSP colleagues to share strategic insights and ideas.
- Regularly update other program advisors on activity progress, including travel to central and project offices.
Other Duties:
- Stay updated with GIZ project standards and implementation status.
- Pursue further job training related to the position and duties.
- Perform other tasks as requested by management.
Qualifications, Competencies, and Experience:
- University degree (bachelor) in social or political science.
- Over five years of relevant professional experience in governance and accountability.
- Significant experience with or in civil society organizations or networks.
- Experience in results-based M&E and project management.
- Professional training delivery experience.
- Familiarity with digitally aided social accountability is desirable.
- Strong analytical and report writing skills.
- Excellent interpersonal and communication skills.
- Advanced computer skills (Word, Excel, PowerPoint).
- Creativity, innovative thinking, and adaptability.
- Valid driving license.
